Windows can not complete the operation because the file is open in another program

I could not in any way to delete a file from the Desktop of Windows Vista because it was repeated " could not be completed because the file is open in another program "when trying to delete it, I have also tried starting in Safe Mode, nothing.

So I searched the internet and found valid answers in this forum html.it : FileASSASSIN suggested to use a free program that helps to release any active processes, handler, blocking the removal of the file.

FileASSASSIN is a free program that allows you to delete those files that are "blocked" by the operating system. To remove the files, the program uses advanced techniques that allow the modules to close and terminate running processes online.
